In-State Tuition for Veterans, Service Members, and Dependents

Veterans, service members, and dependents can receive the in-state tuition rate through two avenues:

Nonresident Tuition Waiver

  • What it does: Reduces your charged tuition to match the in-state tuition rate.
  • What it does not: Change your residency status for financial aid purposes.

Residency Reclassification

  • What it does: Changes your official residency status at UMN to Minnesota.
  • Benefits:
    • Tuition charged at the in-state rate
    • Eligibility for need-based state aid
    • Eligibility for state education benefits, such as the Minnesota GI Bill®

Eligibility and How to Apply for the Nonresident Tuition Waiver

If you’re a veteran, service member, or dependent who will be using a VA education benefit:

  • Submit your Veteran Benefit Request and include your VA Certificate of Eligibility.
  • The nonresident tuition waiver will automatically be applied to your account once your benefits are certified.

If you’re a veteran, MN-based service member, or a dependent of an active duty sponsor stationed in MN, and not using VA education benefits, submit one of the following to University Veterans Services:

  • Veterans: DD214 showing 90+ days of qualifying active duty
  • Service members and dependents: Proof of Service or orders showing MN unit assignment with a start date before the term. New enlistees will qualify the first term after enlistment.

Eligibility and How to Apply for Residency Reclassification

Active Duty service members and their dependents may qualify for residency reclassification if Minnesota was maintained as their State of Legal Residence (SLR) prior to admission.
